Instructions
- Dissolve the sugar in water and cook in a saucepan until it forms a thick syrup.
- Remove from heat.
- Add butter.
- Gradually add the powdered milk, stirring constantly.
- Return to heat (very low burner) and stir for about 2 minutes.
- Add rose water.
- Stir (batter is thick).
