- Mix the first 3 ingredients like pie crust.
- Pat into cookie sheet (ungreased) in 2 strips, 3 inches wide and as long as the sheet.
- Put water in saucepan with butter.
- Heat to boiling point. Remove from heat and add flour, all at once; immediately stir until smooth (using wooden spoon).
- Stir in 1 egg at a time and beat well after each addition; add flavoring and spread on top of first mixture.
- Bake at 350° for 55 to 60 minutes.
