Baked Mac & Cheese

Instructions
- Cook macaroni and drain.
- Melt butter in a pan, remove from heat.
- Stir in flour, salt and pepper until smooth.
- Gradually stir in milk and bring to a boil while stirring.
- Reduce heat and simmer for 1 minute.
- Remove from heat.
- Stir macaroni, sauce mix, and 1 1/2 cup cheese in 1 1/2 quart casserole dish.
- Sprinkle remaining cheese on top.
