- Sift the flour, salt, and add oil, mixing well.
- Gradually add cold water and knead into a dough.
- Form the dough into small balls, about the size of a walnut.
- Flatten each ball and wrap a small ball of Tsubushi An completely covering it.
- Place the filled dough balls on a cookie sheet.
- Brush the tops with evaporated milk using a pastry brush.
- Bake at 425°F (220°C) for 25 minutes until golden.
