- Sift together into a bowl: flour, baking powder, sugar, salt, and cream of tartar.
- Add shortening to the flour mixture.
- Cut in the shortening with a pastry blender until the mixture resembles coarse cornmeal.
- Add milk all at once to the mixture.
- Stir just enough to make a soft dough.
- Turn out onto a lightly floured board.
- Knead lightly for 30 seconds.
- Roll out to a thickness of 1/2 inch.
- Cut with a floured 2-inch round cutter.
- Place on an ungreased baking sheet.
- Bake at 450°F for 12 to 15 minutes.
