Instructions
- Cook the flour and milk in a small saucepan over medium heat, stirring constantly, until very thick.
- Be careful not to let the mixture scorch.
- Cool completely.
- Cream sugar, margarine, shortening and vanilla until fluffy.
- Add the flour mixture and continue beating until consistency of whipped cream.
- Clean bowl and beaters often to be sure sugar is dissolved.
- Mixture should be smooth, with no grainy taste of sugar.
- Makes about 3 cups.
- May be used as a filling or frosting.
