- Mix 1 1/2 cups flour, salt, sugar, and dry yeast in a bowl.
- Heat milk, water, and oleo to 125°F.
- Gradually add the heated mixture to the dry ingredients and beat for 2 minutes at medium speed.
- Add 1 cup of flour and beat at high speed for 2 minutes.
- Stir in enough flour to make a soft dough.
- Knead the dough for 2 to 3 minutes.
- Divide the dough into 12 parts.
- Put the dough portions into a greased pan.
- Place the pan into a cold oven with a pan of hot water underneath.
- Close the oven and let the dough rise for 30 minutes.
- Remove the water from the oven.
- Bake the rolls at 375°F for 30 minutes.
