- Preheat oven to 350°F (175°C).
- In a large skillet, brown the ground beef and season with salt and pepper. Drain excess fat.
- In a bowl, whisk together the Italian style tomato soup, tomato sauce, and water until smooth.
- Add the cooked ground beef, rice, and finely chopped cabbage to a large mixing bowl. Mix well.
- Transfer the mixture into a greased casserole dish.
- Pour the tomato mixture evenly over the casserole.
- Cover with foil and bake for about 60 minutes, or until the rice and cabbage are tender.
- Remove from oven, let cool slightly, and serve.
