  2. Transfer the cooked meat and onion to a crock-pot.
  3. Add the canned tomatoes, tomato juice, diced green pepper, diced potato, 3 tablespoons of chili powder, cloves, and sugar to the crock-pot.
  4. Cook on high for 2 hours.
  5. After 2 hours, add an additional 3 tablespoons of chili powder or to taste.
  6. Continue cooking for an additional hour to allow flavors to meld.
