- Preheat oven to 425°F.
- Lightly oil a baking dish large enough to hold the potatoes.
- Make several slices 1/4 inch apart lengthwise along each potato, stopping 1/4 inch from the bottom, using a wooden spoon as a guide to prevent cutting through.
- Heat water, butter, chives, basil, tarragon, and black pepper until the butter melts.
- Brush the herb butter mixture over the sliced potatoes.
- Bake the potatoes for 1 hour, basting every 15 minutes with pan liquid.
