- Preheat oven to 350°.
- Coat a 9 x 13-inch baking pan with cooking spray.
- Sift flour, cocoa, salt and baking soda in mixing bowl.
- Mix in brown sugar.
- Add vinegar, oil, vanilla and water. Stir until completely mixed.
- Pour batter into baking pan and bake 45 to 50 minutes.
