- Brown the ground beef and drain excess fat.
- Combine the picante sauce, water, and tomato sauce in a bowl.
- Mix 1/2 cup of the cooked ground beef with chopped green chilies, 1/2 cup shredded Monterey Jack cheese, and 2 ounces of French fried onions.
- Pour half of the remaining sauce mixture into the bottom of a 10-inch round or 8x12-inch baking dish.
- Stuff each cooked pasta shell with the beef and cheese mixture and place them in the baking dish.
- Pour the remaining sauce mixture over the stuffed shells.
- Sprinkle the remaining cheese and French fried onions on top.
- Bake in a preheated oven at 375°F (190°C) for about 30 minutes until bubbly and golden.
