- Brown chicken in moderately hot oil.
- Add garlic and pepper; cook for 2 to 3 minutes, stirring occasionally.
- Drain off excess fat.
- In a small bowl, mix together the vinegar, soy sauce, honey and ginger; add to the chicken.
- Reduce heat and simmer, covered, for 30 minutes or until chicken is fork-tender and fully cooked.
