- Cut potatoes into halves and boil them for 15 minutes, or pressure cook until tender.
- Remove skin from the cooked potatoes.
- Cut potatoes into small (1/3-inch) pieces.
- Heat vegetable oil in a frying pan.
- Add mustard seed and urad dhal to the hot oil.
- Fry urad dhal until brown, about 30 seconds.
- Brown the chopped onions in the pan.
- Add green peppers, tomatoes, and the cooked potatoes.
- Add turmeric powder and salt to taste.
- Stir all ingredients together and simmer for 2 minutes.
- Serve hot.
