- Boil or steam the potatoes until tender.
- Let the potatoes cool slightly, then cut into quarters or small pieces while leaving the skins on.
- In a 3-quart casserole dish, layer a portion of the potatoes on the bottom.
- Dot the potatoes with slices of margarine.
- Sprinkle with part of the grated Velveeta cheese, chopped green onions, salt, and pepper.
- Repeat the layering process until all ingredients are used.
- Cover the dish and bake at 350°F for 30 minutes.
