- In a small saucepan, heat 2% low fat milk and cinnamon over medium heat until the milk is infused with cinnamon, about 15 minutes.
- Combine uncooked long grain white rice, water, and salt in a 2-3 quart saucepan.
- Bring the rice mixture to a boil, stirring once or twice.
- Place orange or lemon peel on top of the rice.
- Reduce heat to low, cover, and simmer for 15 minutes or until rice is tender and liquid is absorbed.
- Remove and discard the citrus peel.
- Strain the infused milk and stir it into the cooked rice.
- Add sugar and simmer for 20 minutes, stirring often until the mixture thickens.
- Add raisins and rum.
- Simmer for an additional 10 minutes.
- Serve the rice pudding cold or hot.
