- Preheat the broiler.
- Lightly grease a shallow baking dish large enough to hold the fish in a single layer.
- Place the scrod fillets in the dish, sprinkle with basil and lemon juice.
- Broil until half cooked, about 6 to 7 minutes.
- Remove from the broiler and heat the oven to 350°F (175°C).
- Pour half and half over the fish and sprinkle with salt and pepper.
- Bake in the oven for about 15 minutes, or until the fish is cooked through.
- While the fish is baking, heat butter in a medium-sized skillet.
- Cook the sliced onion and chopped green pepper until tender.
- Serve the baked fish topped with sautéed onion and green pepper, and crumbled bacon if desired.
