  1. Using a 2 1/2-quart baking dish, layer uncooked rice and corn; sprinkle with salt and pepper.
  2. Add a layer of tomato sauce, parsley, onion, green pepper, and ground beef; sprinkle with salt and pepper.
  3. Pour a second can of tomato sauce and 1/4 cup water over the layers.
  4. Cover the meat with 4 strips of bacon, cut in half.
  5. Cover the dish and bake for 1 hour.
  6. Uncover and bake for an additional 30 minutes or until the bacon is crisp.
