- Mix warm water, powdered milk, and sugar in a bowl.
- Sprinkle dry yeast over the mixture and let sit until bubbly, about 5 minutes.
- Add flour gradually to form a batter dough and beat well.
- Incorporate melted oleo (butter) and salt into the dough and beat vigorously.
- Add more flour to make a soft roll dough, kneading gently.
- Cover the dough and let rise in a warm place until doubled in size.
- Pinch off small balls about the size of an egg.
- Place balls on a greased baking pan, spacing them about 1 inch apart.
- Put a smaller ball on top of each bottom ball and press down with your thumb.
- Let the assembled buns rise until doubled in size, approximately 1 hour.
- Bake at 400° to 425°F for 15 to 20 minutes until golden brown.
