Aromatic Cod Stew

Instructions
- Heat olive oil in a saucepan.
- Arrange layers of onion, sliced pepper, codfish, garlic, cilantro and parsley.
- Cook over low heat for 10 minutes.
- Add milk and bring to a boil.
- Reduce heat and cook until cod is tender.
- Slice baguette and toast.
- Serve bread on a serving platter and top with cod mixture.
- Carefully remove pepper from pan and drizzle fish with sauce.
- Garnish with fresh chives.
