- Spread a layer of sliced potatoes on the bottom of a round casserole dish (1 1/2 to 2 quarts).
- Pour half of the mushroom soup and milk mixture over the potatoes.
- Spread grated or sliced thin onion, chopped bell pepper, and seasonings on top.
- Repeat with remaining ingredients, layering potatoes, soup mixture, and vegetables.
- Bake for 1 hour and 15 minutes at 350°F (175°C).
- Bake an additional 15 to 20 minutes uncovered to brown the top.
