- Combine sugar, butter, and water in a heavy saucepan.

- Pour the hot toffee onto a greased baking sheet and spread evenly.
- Sprinkle chocolate chips over the hot toffee and let sit for a few minutes until melted.
- Spread the melted chocolate evenly over the toffee layer.

- Allow toffee to cool completely before breaking into pieces.
