- Heat caramels and water over low heat, stirring frequently, until caramels are melted and mixture is smooth.
- Combine quick cooking oats, flour, brown sugar, melted margarine or butter, baking soda, and salt in a bowl.
- Press half of the oat mixture into a greased 13x9-inch baking dish to form the crust.
- Pour the melted caramel mixture evenly over the crust.
- Sprinkle the remaining oat mixture over the caramel layer.
- Bake at 350°F (175°C) for 15 minutes or until golden brown.
- Remove from oven and immediately sprinkle chocolate chips evenly over the hot bars.
- Let sit until chips are melted, then spread evenly with a spatula.
- Cool completely before cutting into bars.
