- Melt butter in large stock-pot.
- Add onion and saute until translucent.
- Add peppers and cook for 3 to 4 minutes.
- Add corn, cook for 10 minutes.
- Add tarragon, chili, salt, pepper and sugar. Cook 2 minutes.
- Add milk and water.
- Bring to a boil and serve. Serves 8.
