- In a saucepan over medium heat, bring water, butter, and salt to a boil.
- Add flour all at once and stir until a smooth ball forms.
- Remove from heat and let stand for 5 minutes.
- Add eggs one at a time, beating well after each addition.
- Spread the batter into a greased 13 x 9-inch pan and bake at 400°F for 30 to 35 minutes until puffed and golden brown.
- Cool completely.
- Remove from pan onto a serving dish.
- In a mixing bowl, beat cream cheese, vanilla instant pudding, and milk until smooth and creamy.
- Spread the pudding mixture over the cooled puff pastry.
- Refrigerate for 20 minutes.
- Spread Cool Whip over the pudding layer and drizzle Hershey's Chocolate Syrup on top.
