  1. Soak the ham completely covered in cold water for 24 hours to remove excess salt, then drain.
  2. Preheat the oven to 325°F (160°C).
  3. Shake flour inside an oven bag and place it in a deep roasting pan at least 2 inches high.
  4. Scrub the ham in warm water with a stiff brush and rinse well.
  5. Place the ham in the prepared oven bag.
  6. Add 4 cups of water to the bag.
  7. Close the bag with a nylon tie and cut six 1/2-inch slits in the top.
  8. Puncture the thickest part of the ham through a slit in the bag with a knife.
  9. Insert a meat thermometer into the ham, ensuring it does not touch the bone.
  10. Bake until the meat thermometer reaches 160°F (71°C), approximately 3 1/2 to 4 1/2 hours.
  11. Let the ham stand in the bag for 15 minutes after removing from the oven.
  12. Trim the skin and excess fat from the ham before serving.
