- Cook flour and milk until thick, then let cool. (Stir with whisk while cooking to get lumps out.)
- Beat butter for 4 minutes. Add sugar and beat again.
- Add cooled mixture and vanilla.
- Beat 4 minutes again.
- This icing stays soft.
