- Mix salt, black pepper, and flour together.
- Dredge pieces of goat meat in the flour mixture and shake off excess.
- Heat oil in a skillet over medium heat.
- Chop onion and garlic, then brown in the skillet until transparent.
- Remove onion and garlic with a slotted spoon and place in a Dutch oven or suitable stew pot.
- Add goat meat to the skillet and brown on all sides.
- Add the browned meat to the stew pot with garlic and onion.
- Deglaze the skillet with 3 tablespoons of wine vinegar or 1/4 cup red wine, then pour into the stew pot.
- Add water to the stew pot to cover the ingredients.
- Simmer slowly until the meat is tender, about 1.5 to 2 hours.
- Stir in curry powder to taste before serving.
