  1. Sift flour and 1/3 cup of sugar together.
  2. Cut in shortening until the mixture resembles cornmeal.
  3. Scald milk and add tap water.
  4. Dissolve yeast and 1 teaspoon sugar in 1/4 cup lukewarm water and let it sit until frothy.
  5. Add the yeast mixture to the flour mixture.
  6. Add the water and cooled milk to the mixture.
  7. Mix well to form a dough.
  8. Place the dough on a floured surface and knead thoroughly.
  9. Place the kneaded dough back in a bowl and let it rise until doubled in size.
  10. Knead the dough again and refrigerate until ready to use.
  11. Roll out the chilled dough, shape into rolls, and let rise for 2 to 3 hours.
  12. Bake at 350°F (175°C) until golden brown.
