Ingredients

  • 3 1/4 c. all-purpose flour (unbleached is best)
  • 4 Tbsp. sugar
  • 2 tsp. baking soda
  • 1 tsp. cream of tartar
  • 1 tsp. salt
  • 1 Tbsp. grated orange peel
  • 6 Tbsp. butter
  • 4 oz. raisins

Instructions

  1. Heat oven to 425°.
  2. Lightly grease a cookie sheet.
  3. In a large bowl, combine flour, 3 tablespoons of the sugar, baking soda, cream of tartar and the orange peel.
  4. Mix well with a fork.
  5. Cut the butter into the dry mixture with a fork or a pastry blender.
  6. Mix until mixture looks like coarse crumbs.
  7. Add the raisins.
  8. Add milk until the mixture is just moistened enough to form a stiff dough.
  9. Remove dough and place on a well-floured surface.
  10. Knead lightly 10 times.
