Instructions
- Heat oven to 425°.
- Lightly grease a cookie sheet.
- In a large bowl, combine flour, 3 tablespoons of the sugar, baking soda, cream of tartar and the orange peel.
- Mix well with a fork.
- Cut the butter into the dry mixture with a fork or a pastry blender.
- Mix until mixture looks like coarse crumbs.
- Add the raisins.
- Add milk until the mixture is just moistened enough to form a stiff dough.
- Remove dough and place on a well-floured surface.
- Knead lightly 10 times.
