  2. Add chopped onion and minced garlic and sauté for 3 minutes.
  3. Add crushed tomatoes, water, sugar, dried basil, salt, dried oregano, and pepper; bring to a boil.
  4. Reduce heat to low, cover, and simmer for 45 minutes, stirring occasionally.
