- Beat egg whites, vanilla, cream of tartar, and salt until soft peaks form.
- Gradually add sugar, beating until very stiff peaks form.
- Take 50 chocolate morsels aside for topping.
- Carefully fold remaining chocolate morsels into the egg white mixture.
- Cover a baking sheet with cut brown paper bags.
- Drop the mixture by teaspoonfuls onto the prepared paper.
- Top each with a chocolate morsel.
- Bake slowly at 325°F for 20 to 25 minutes.
- Remove cookies from paper and transfer to a cooling rack while slightly warm.
