- In a heavy medium saucepan, bring 3 cups of water to a boil. Add rice to boiling water.
- Reduce heat to very low, cover, and cook for about 15 minutes or until rice is tender.
- Remove from heat and strain the water off the rice in a strainer.
- Return rice to the saucepan and add milk, evaporated milk, sugar, ground cinnamon, ground nutmeg, and vanilla extract.
- Cook over low heat, stirring occasionally, until the mixture is heated through and slightly thickened.
