- Melt butter in a pan and stir in flour to make a paste.
- Place 3 slices of bacon in the bottom of a baking pan; cover with sliced onion and crumbled bay leaf. Place the fish on top.

- Sprinkle bread crumbs over the top and place the remaining sliced bacon on top.
- Bake at 375°F (190°C) for 35 to 45 minutes until cooked through.
