- Peel potatoes and cut into quarters lengthwise.
- Combine flour, Parmesan cheese, salt, and pepper in a Ziploc bag.
- Moisten potatoes with water. Shake a few at a time in the bag, coating them well with the cheese mixture.
- Melt 1/4 cup margarine in a 13 x 9-inch pan.
- Place coated potatoes in a single layer in the pan.
- Bake at 375°F (190°C) for about 1 hour, turning once during baking.
