- Season the chops with salt, pepper, and paprika to taste.
- Place the chops in a pot, cover with water, and simmer, covered, over low heat for 30 minutes.
- Spread 2 tablespoons of rice over each chop.
- Sprinkle each with garlic powder.
- Top each chop with slices of tomato, onion, and green pepper.
- Add water to reach the top of the meat.
- Cover and bake at 325°F (160°C) for 30 minutes or until well done.
