Instructions
- Remove outer leaves of cabbage and cut into 6 wedges. Place in a baking dish.
- Sprinkle chopped onion and uncooked rice between the cabbage wedges. Crumble ground beef between the wedges.
- Combine canned tomatoes, hot water, salt, and pepper in a bowl.
- Mix the tomato mixture well.
- Pour the mixture over the casserole.
- Cover and bake at 350°F (175°C) for 1 1/2 hours.
