- Combine salt, pepper, and flour in a bag.
- Add venison cubes; shake to coat.
- In a large skillet, melt butter and brown the venison and ham over medium heat.
- Add water, onion soup mix, parsley flakes, and rosemary. Cover and simmer for 1 1/2 hours, adding more water if necessary to keep the meat submerged.
- Whip together mashed potatoes and eggs until smooth.
- Spread 4 cups of the potato mixture over the bottom and sides of an oiled 8 x 14 x 2-inch baking dish.
- Bake in a preheated oven at 350°F for 5 minutes.
- Fill the dish with the venison mixture, then top with the remaining potatoes.
- Bake for an additional 30 minutes until golden and heated through.
