Beef Upside Down Pie

Instructions
- Sift together flour, baking powder, salt, paprika, celery salt and pepper; add 3 tablespoons shortening and mix thoroughly with fork.
- Add milk and stir until blended.
- Melt remaining 2 tablespoons shortening in 9-inch frying pan and cook onion until soft.
- Add tomato soup, remaining 1/2 teaspoon salt and ground meat.
- Bring to boil.
- Spread baking powder mixture on top of meat mixture and bake in hot oven at 475° for about 20 minutes.
- Turn out upside down on large plate.
- Serves 8.
