  1. Soak the basmati rice in hot water for at least 30 minutes.
  2. Mix spices and salt with tomato puree to create a spice mixture.
  3. Fry chopped onions until tender, then add meat and cook over low heat, stirring until lightly browned.
  4. Add the tomato mixture and 1 cup of water to the meat and onions.
  5. Cover and simmer over low heat until the meat is cooked.
  6. In a separate pan, boil carrots in salted water for 10 minutes, then drain.
  7. Add the cooked carrots and chickpeas to the meat mixture.
  8. Drain the soaked rice and add it to the meat and vegetable mixture along with 2 cups of water.
  9. Bring to a boil, then reduce heat to low and cook covered for 30 to 45 minutes until rice is tender and water is absorbed.
  10. Serve hot as a main dish with chopped tomato salad.
