- Mix Mochiko, sugar, and baking powder in a bowl.
- Add coconut milk and water gradually, mixing well to avoid lumps.
- Add vanilla and food coloring as desired.
- Pour the mixture into a greased 9 x 13-inch aluminum pan.
- Cover the pan with foil.
- Bake at 350°F for 1 hour.
- Allow to cool completely.
- Cut into pieces and roll each in starch.
