- Melt the chocolate chips and shortening until smooth.
- Pour half of the melted mixture into an 8-inch foil-lined square pan and spread evenly.
- Refrigerate until the chocolate layer is firm, about 15 minutes.
- Melt the caramel candies, butter, and water until smooth.
- Stir in the chopped walnuts until well blended.
- Pour the caramel mixture over the chocolate layer in the pan.
- Spread evenly and refrigerate until the caramel is tacky, about 15 minutes.
- Top with the remaining melted chocolate, re-heating if necessary, and spread evenly to cover the caramel filling.
- Return to the refrigerator and chill until firm, about 1 hour.
- Cut into 1 by 2-inch rectangles and keep refrigerated.
