- Roll the cube steak in flour.
- Season with salt and pepper to taste.
- Put the steak in a frying pan with 1/4 to 1/2 cup of oil and fry until browned on both sides.
- Remove the steak from the frying pan and place into a large baking pan, layering if necessary.
- Pour 1 1/2 quarts of water into the frying pan and bring to a boil.
- Pour the boiling water into the baking pan with the meat.
- Cover the baking pan with foil.
- Sprinkle 2 teaspoons of garlic powder on top before covering.
- Bake at 450°F for 1 1/2 hours.
