- Combine flour, oats, baking soda, salt, and brown sugar in a mixing bowl.
- Cut in butter with a pastry blender until mixture resembles coarse meal.
- Press half of the oat mixture into a greased 12 x 8 x 2-inch baking pan.
- In a saucepan, combine chopped dates, sugar, and water.
- Cook over medium heat until mixture thickens and dates are soft, about 10 minutes.
- Spread the date filling evenly over the pressed oat mixture in the baking pan.
- Sprinkle the remaining oat mixture over the date filling.
- Bake in a preheated oven at 350°F (175°C) for 25 minutes or until golden brown.
- Allow to cool before cutting into bars.
