- Brown the roast in oil on all sides.
- Remove the roast from the pan.
- Brown the chopped onions and celery in the same pan.
- Add pepper, beef bouillon cube, and bay leaf to the onions and celery.
- Return the meat to the pan.
- Place the browned onions and celery on top of the meat.
- Mash the Italian tomatoes and add them to the pan along with their juice and sauce.
- Add 2 cups of hot water to the pan.
- Ensure the meat is covered in sauce.
- Simmer until the meat is tender, about 2 hours or more.
- Pour 1 cup of the sauce into a skillet.
- Add the rice to the skillet and brown it for at least 5 minutes.
- Stir until the sauce is absorbed and the rice begins to brown.
- Add water to cover the rice.
- Bring to a boil, then simmer uncovered for about an hour.
- Continue to stir occasionally.
- Cook until the liquid is absorbed but the rice remains juicy.
- Save some sauce to serve as gravy with the roast and rice.
