Instructions
- Preheat oven to 350°.
- Cream butter and sugars.
- Beat in yolks, water and vanilla.
- Mix flour, baking powder and salt together and stir into butter mixture.
- Pat into a greased 9 x 13-inch pan.
- Sprinkle evenly with chocolate chips.
- Beat whites and cream of tartar until stiff.
- Beat in 1 cup of brown sugar gradually.
- Spoon over cookie mixture in pan, spreading evenly into corners.
- Bake 30 minutes.
- Cut into squares while warm.
