- Trim fat from the steak and cut it into 1/2-inch strips.
- Heat 1 tablespoon of oil in a skillet over medium-high heat.
- Add the steak and brown it, then remove from the skillet.
- Add the remaining oil to the skillet.
- Add chopped onions and garlic and cook until the onion is tender and transparent.
- Return the browned steak to the skillet.
- Add soy sauce, sugar, and water to the skillet.
- Cover and simmer over low heat for 1 hour or until the steak is tender, adding more water if needed.
- Serve the meat and pan drippings over rice.
