- Preheat oven to 350°F (175°C).
- Split fish fillets lengthwise and roll up; secure with toothpicks if necessary.
- Place the rolled fillets in a shallow baking dish.
- Pour milk over the fish; season with salt and pepper.
- Bake in the preheated oven for 30 minutes.
- Remove from oven and pour off the milk.
- In a saucepan, slowly add milk to melted margarine into which flour has been stirred.
- Add grated Cheddar cheese and stir until melted and smooth.
- Stir in lemon juice and pour the sauce over the baked fillets.
- Briefly brown the fillets under the broiler until golden.
