- Preheat the oven and flour and grease a 9 x 13-inch pan.
- Combine the light caramels and evaporated milk in a saucepan over low heat, stirring constantly until smooth.
- Set the caramel mixture aside to cool slightly.
- Prepare the cake layer by mixing German chocolate cake mix with softened butter, water, and chopped nuts if using.
- Press the cake mixture evenly into the prepared pan.
- Spread the caramel mixture over the cake layer.
- Sprinkle chocolate chips evenly over the caramel layer.
- Bake in the preheated oven at 350°F (175°C) for approximately 20 minutes or until golden.
- Allow to cool before cutting into bars.
