- Combine the sliced green chiles, canned tomatoes, garlic powder or garlic salt, chopped green onions, and roast beef in a pot and cook slowly for about 30 minutes.
- Add refried beans to the mixture and cook for an additional 10 to 20 minutes, stirring well.
- Remove the flour tortillas from their packaging and wrap them in aluminum foil.
- Heat the wrapped tortillas in a 400° oven for 10 to 15 minutes until soft and pliable.
- Place 1 or 2 tablespoons of the beef and bean mixture on one side of a flour tortilla.
- Roll up the tortilla into a flute shape to form a burrito.
- Keep the burritos warm until ready to serve.
